Demand for benefits from sports authority

dear sir, 1) I was appointed as a gymnastics coach by sports authority of Andhra pradesh (SAAP) under contract basis in the year 2009, through Notification,against sectioned posts. but after serving these many years still SAAP is not regularizing our services , we came to know that there are many veccant sanctioned posts available too. 2)Before 2009, SAAP recruited coaches in the year 1999, under contract basis, they are also not regularized but paid salaries with full scale along with all monetary befits like DA,HRA,CCA.....ELs ect, but SAAP is not paying benfits to our 2009 yr coaches batch Now here is my request how i can approach court for regularization and or salaries on par with senior contract coaches batch
