Doubt regarding full ownership rights

Delhi apartment ownership act sec 4(1) allottee will have ownership rights I have allottment letter possession letter dt. 1978 consideration money paid receipt I do not have flat buyer agreement.My status.DDA lease hold property. My question is according to Sec 4(1) will I have full ownership rights & can I enforce DDA to make my apartment deed on its basis.Kindly inform citations.
